The first written mention of Bernartice nad Odrou village comes from 1374. It is a case of a village type characterized by housing in an area of large pieces of land and agricultural holdings. Fields and meadows cover the majority of the area with large pieces of land situated in the Odra alluvial plain. Forests are situated in the northern, northwestern, eastern and southern parts on the edges of the land register. There is an installation of gas, sewage plant and sectional sewerage system in the village. Next you shall find here historical waterworks from 1892, water mill - an important technical monument, forest mill, elementary school with gym, nursery school, community centre, post office, municipal office, and parish church with cemetery, 3 grocers? shops and 2 restaurants. There is also the possibility of accommodation at the Penzion u Haitlů (Boarding House U Haitlů). It was always a genuinely Czech village even though it formed part of Sudetenland after the German occupation in 1939. The closeness of the citizens to their village was felt particularly in the 1970s, when massive construction began there. The village was integrated by force with Nový Jičín in 1980, but since 1991 it has been independent again. The large number of farmers having their own farms indicates a deeply - rooted relationship with the land. Since 1992, the village has formed a part of the Protected Landscape Area Poodří.

Plní funkci základního stupně územní samosprávy a v různé míře je také vykonavatelem státní správy.
